Sovereign & GovernmentAdvisory that stands up to scrutiny at the highest level.

Your decision horizon runs to 2040, your accountability is public, and the political economy is an input rather than a footnote. A wrong call on a PPP structure, a sector reform, or a capital deployment does not fall on a balance sheet. It falls on populations, on institutions, and on the credibility of the entity that made it. Sovereign advisory in the GCC therefore holds to a higher standard than a corporate transaction: the analysis has to survive scrutiny from legislators, media, and citizens, not only in the room where the decision was made.

What you engage us for

You engage Avior for the work that has to hold under that scrutiny. PPP structuring for healthcare, education, and infrastructure: risk allocation, bankability, and the regulatory framework that decides whether private capital engages. Healthcare sector strategy for the shift to universal coverage and an aging demographic, grounded in GCC regulatory reality and long-dated demand modelling. Geopolitical scenario planning for investment exposure in post-conflict and high-risk environments, and reconstruction feasibility where Gulf capital carries a strategic interest.

How we work

Discretion is an absolute operating standard. We work with a limited number of public-sector clients, engage under strict confidentiality, and build analysis prepared to be examined, because at this level it always will be. The principal advises directly. What is technically optimal is not always politically executable, and we account for that rather than remove the hard part.

Questions

What clients ask first.

What public-sector mandates do you take?

PPP structuring for healthcare, education, and infrastructure; healthcare sector strategy for the shift to universal coverage and an aging population; and geopolitical scenario planning and reconstruction feasibility where Gulf capital carries a strategic interest.

What makes a PPP bankable?

A risk allocation that lenders and operators will accept, a regulatory framework that holds for the life of the concession, and a financial model built to lender standard. We structure for all three from the start, because a PPP that fails any one of them does not reach financial close.

How do you handle confidentiality with government entities?

Under strict confidentiality, and within the entity's own information protocols. We work with a limited number of public-sector clients at a time, and the principal advises directly rather than through a wider team.

Which markets do you cover?

The UAE and the wider GCC, where our experience is direct. For investment exposure in post-conflict and high-risk environments, we cover the corridors where Gulf capital is deployed.

Decisions at this level carry a generation of consequence. The counsel that shapes them must carry the weight.

Engagement · Limited mandates

Choosing who advises you is itself a strategic decision.

We take a limited number of mandates at any time. If you are working a decision that needs independent counsel, start with a conversation.
